Abstract

Tender selection is a complex decision-making process that requires construction companies to evaluate multiple criteria objectively to improve their competitiveness. However, the application of systematic decision-making methods in tender selection remains an important challenge for construction firms. This study aimed to analyze the implementation of the Analytic Hierarchy Process (AHP) method in tender selection at CV. Bumi Konstruksi and evaluate its effectiveness in supporting the company's tender-winning performance. The study employed a descriptive qualitative approach. Data were collected through direct observation, in-depth interviews with 12 limited partnership representatives and employees of CV. Bumi Konstruksi selected using purposive sampling, and document analysis related to the tender process. The data were analyzed descriptively to examine the implementation of AHP and its contribution to tender decision-making. The findings showed that AHP helped the company identify and prioritize relevant tender criteria, including price, quality, and completion time, through four main principles: decomposition, comparative judgment, synthesis of priorities, and logical consistency. The study also reported an increase in the number of tenders won following the implementation of AHP. Nevertheless, the method remained susceptible to subjective judgments and potential bias during pairwise comparisons. This study contributes practical insights into the application of structured decision-making methods in construction tender selection. AHP can support more systematic and transparent tender evaluations, although its effectiveness depends on reliable data, consistent assessments, and appropriate criteria.
