The Impact of PT Huady Nickel-Alloy on the Local Economy of the Papan Loe Village Community, Bantaeng Regency

Abstract
This study aims to comprehensively analyze the multifaceted impact of PT Huady Nickel-Alloy's operations on the socio-economic conditions of the local community in Papan Loe Village, Bantaeng Regency. As industrialization increasingly penetrates rural territories, understanding its localized effects becomes crucial. Utilizing a descriptive qualitative research method, primary data were meticulously collected through direct field observations and in-depth interviews with stakeholders, including affected community members, traditional workers, and village government officials. The rigorous data analysis techniques employed throughout this research encompassed concurrent data collection, systematic data reduction, detailed data presentation, and final conclusion drawing. The empirical findings indicate that the company's presence has generated complex, dual-sided economic consequences. The primary positive impact is the creation of formal employment opportunities for a segment of the local workforce, which has demonstrably increased their household incomes and purchasing power. However, the study also identified several significant negative externalities: (1) drastically declining agricultural crop production and traditional brick-making activities due to pervasive dust pollution and declining air quality; (2) severe disruptions to coastal seaweed cultivation directly caused by marine pollution from industrial ship fuel waste; and (3) highly limited spatial and economic access for local residents attempting to establish micro-enterprises within the company's designated industrial zone. Overall, the presence of this heavy industry has not generated evenly distributed prosperity. Instead, it has profoundly threatened the long-term sustainability of traditional land-based and coastal livelihoods among the community in Papan Loe Village, highlighting an urgent need for robust environmental mitigation and inclusive corporate social responsibility programs.
