Abstract

This study aims to analyze the role of village facilitators in community empowerment in Kenanti Village, Tambakboyo District, Tuban Regency, and to identify factors that influence the effectiveness of this role. This study uses a descriptive qualitative approach, located in Kenanti Village, which is known to have an active village facilitation program. The research subjects included village facilitators, village officials (Village Head, Village Secretary, BPD Chair), and local community representatives (community leaders, business group leaders, program beneficiaries). The sampling technique used purposive sampling with the principle of data saturation. Data collection techniques included in-depth interviews, field observations, and documentation studies. Data analysis used the Miles & Huberman model which includes data reduction, data presentation, and conclusion drawing/verification. Data validity was guaranteed through triangulation of sources, techniques, and time, as well as member checking. The results showed that village facilitators carry out four main roles in community empowerment in Kenanti Village, namely as facilitators, motivators, liaisons, and technical assistants. This role is realized in concrete programs such as the construction of a Final Disposal Site (TPA) for waste for health issues and stunting prevention, the construction of kiosks to strengthen the village economy, and the construction of sports infrastructure (volleyball courts). The effectiveness of the village facilitator's role is influenced by two main factors: (1) the competence and ability of the village facilitator (technical, managerial, and communication capacity); and (2) the level of community participation and trust in the village facilitator. The role of the village facilitator as a facilitator, motivator, liaison, and technical assistant is very important in the community empowerment process, but its effectiveness depends on the synergy between the facilitator's competence and community involvement. These two elements are interrelated and must be considered together to increase the success of the empowerment program.
